"Pay it safe" with PayPal on eBay this Christmas

Why use PayPal on eBay?
Users of eBay can use PayPal, an online payments system which allows eBay users to make secure payments for the items that they sell or win.

For people selling on eBay, PayPal enables them to accept online credit or debit card funded payments, or payments from an existing balance of e-money on their PayPal account, without opening a credit card merchant account.

From a buyer's point of view, PayPal is a fast, safe and secure online payments system. It enables buyers to pay online using their bank account, a credit or debit card. The great advantage is that, using PayPal means they do not have to give the details of their bank account or card numbers over the web to the sellers, as PayPal holds this information within its military-grade secure system.

In addition, PayPal offers a number of protection programmes for users which mean that, in the unlikely event that something goes wrong with an eBay purchase, buyers can claim money back under the PayPal Buyer Protection or eBay Purchase Protection schemes.

How PayPal Works
The service enables people to make payments between PayPal accounts - whether personal [premier] or business accounts - within a secure online environment that PayPal provides. It is like using cash online just as you use it on the high street.

The system uses "electronic money". Users can send money via PayPal funded by a credit card, debit card or bank account or from an existing balance of e-money in their PayPal account.

When users put money into their Pay Pal account, they are in effect purchasing a sum of electronic money which is used to purchase the goods or services they require.

Once users have money in their PayPal account, they can transfer it to anyone who has an email address - if the recipient does not have an account with PayPal, they can access the funds by setting up a PayPal account by following the simple step-by-step instructions in the email they receive.

Protections for those using PayPal

eBay Purchase Protection
eBay Purchase Protection cover non-delivery of tangible items and tangible items that are "significantly not as described" up to £120, minus a £15 administration fee. So if you had a claim for £16, you would be eligible for £1, a claim for £120 would be eligible for £105. Most eBay listings receive this cover.

PayPal Buyer Protection
PayPal Buyer Protection covers non-delivery of tangible items and tangible items that are received significantly not as described. Please review the PayPal Buyer Protection Policy to learn the specific terms and conditions of PayPal Buyer Protection.

In the event that a buyer cannot gain satisfaction from a seller in an auction where Buyer Protection has been offered, PayPal offers up to £500 protection for the buyer.

Items Covered by PayPal Buyer Protection include:
  • Items listed on eBay.co.uk, ebay.com and ebay.ca that show the PayPal Buyer Protection icon in the Seller Information box
  • Items paid for with PayPal and paid to the seller's email address associated with the listing.
  • Items paid for but never received
  • Items purchased on eBay that are significantly different than what was described in the listing
  • Physical goods. Services and intangible items are not covered
PayPal Buyer Protection Rules include:
  • Users may only file one claim per PayPal payment
  • Claims must be filed within 30 days of the PayPal payment
  • Users may not file a claim if they are simply disappointed with the item they have received. Items must be significantly not as described or never received
  • Users are limited to two PayPal Buyer Protection refunds per calendar year. Beyond that, PayPal are unable to guarantee full recovery of funds
  • Users must be willing to provide information during the investigation process
