PAYPAL DOUBLES BUYER PROTECTION ON EBAY

Compensation doubled, with up to £500, for qualifying eBay transactions if goods do not arrive or are significantly not as described

PayPal (www.paypal.co.uk) has extended its PayPal Buyer Protection service to cover buyers for purchases up to £500 on qualified listings on eBay.co.uk.

This doubles the compensation available in the existing programme. The extension is effective from December, 2004 and covers approximately 55-60 percent of items listed on eBay.co.uk.

PayPal Buyer Protection is free to buyers and sellers and gives buyers additional peace of mind if they are worried about the non-delivery of goods bought on eBay or items that are delivered but are "significantly not as described".

For transactions that do not qualify for PayPal Buyer Protection, PayPal will continue to offer its buyer complaint process, and eBay will continue to provide eBay purchase protection of £120 coverage with a £15 processing fee.

eBay sellers in the UK, United States, Canada and Germany can offer PayPal Buyer Protection by maintaining a 98 percent positive feedback rating and having at least 50 feedback points. Buyers should look for the PayPal Buyer Protection icon in the "Seller Information" box on an eBay "View Item" page to establish that a listing is covered under the scheme.

Items that may be covered by PayPal Buyer Protection are:
  • Items listed on eBay that show the PayPal Buyer Protection icon in the Seller Information box
  • Items paid for with PayPal and paid to the seller's email address associated with the listing
  • Items paid for but never received
  • Items purchased on eBay that are significantly different than what was described in the listing
  • Physical goods. Services and intangible items are not covered
Feedback from both unique and repeat buyers are included as part of seller's eligibility for PayPal Buyer Protection, which means the cover will apply to a greater number of eBay listings.

On overseas sites, PayPal Buyer Protection is offered in the US and Canada at an expanded rate of $1,000 and $1250 CAD, respectively from November 22, 2004. In Germany, eBay buyers will continue to receive coverage of up to €400.

"PayPal Buyer Protection has been tremendously successful in increasing trust and buyer confidence when shopping on eBay," said Geoff Iddison, managing director of PayPal UK. "So we're very pleased to be able to offer double the coverage on even more listings to give people added protection on the site."

PayPal Buyer Protection Rules
  • Users may only file one claim per PayPal payment
  • Claims must be filed within 30 days of the PayPal payment
  • Users may not file a claim if they are simply disappointed with the item they have received. Items must be significantly not as described or never received
  • Users are limited to two PayPal Buyer Protection refunds per calendar year. Beyond that, we are unable to guarantee full recovery of funds
  • Users must be willing to provide information during the investigation process.
