If you operate a business and have received a VAT Identification Number from your government's tax authority, you may be qualified to register for a VAT exemption on eBay fees.
The tax authority for the UK is Her Majesty’s Revenue & Customs.
You remain responsible for charging VAT to your customers as appropriate under applicable laws and regulations.
Before qualifying for such an exemption, you must agree to and acknowledge the following:
Your eBay account for which you are submitting the VAT Identification Number is subject to exemption from VAT charges under applicable laws and regulations.
All transactions on your eBay account will be business-related transactions that qualify for exemption from VAT charges under applicable laws and regulations. This exemption is accompanied by a responsibility on your part to self-assess VAT due through your periodic VAT return.
Reminder
All information, including personal information, related to this request for exemption from VAT, including the VAT Identification Number, will be transferred to, stored in, and processed in the United States and elsewhere in accordance with the terms of the eBay User Agreement and Privacy Policy.
eBay reserves the right to request additional verification regarding your VAT taxable status from you or government authorities as permitted by law. Such information will be processed in accordance with the terms of the eBay User Agreement and Privacy Policy.
If you are approved for a VAT-exemption, eBay will invoice you the net price for eBay's services (without the VAT). In cases where processing time for a VAT-exemption extends over an invoice period, eBay will credit you any VAT amount invoiced during the time your application is being processed.
Please ensure that your registration details are up to date, so that we know where you are based.
Register your VAT number with eBay
If you have a VAT number, but have not registered it with eBay, you should do so. If you do not register your VAT number with eBay, you will not be able to claim back the VAT you pay on your seller fees. The only way to pay fees net of VAT is to become VAT registered with eBay.
Please first complete the business registration process. Once you have registered as a business, you can register your VAT number.

Update your VAT number with eBay
If you need to update your VAT number with eBay, you first need to contact customer support to get the old number removed from your account. Once your existing VAT number has been removed, you can update it by re-registering for VAT-exempt status.
Warning: Falsification of information to evade payment of VAT may result in fines and/or criminal prosecution. eBay cooperates with government authorities in cases involving potential falsification of information to evade payment of VAT.
