Making a Best Offer
The Best Offer option allows you to offer to purchase a Buy it now item at the price that you select. The seller can then accept your offer, reject it, or make a counteroffer.
Using Best Offer
If you see the Make Offer button below the Buy it now price in the listing, the seller accepts Best Offers from buyers.
You can negotiate the price with the seller, giving you the opportunity to buy the item at a lower price than the Buy it now price. The seller can accept your offer, decline your offer, or make a counteroffer. However, you should only make what you consider to be your "best" offer for the item because any seller who receives multiple offers for an item is likely to accept the highest Best Offer.
You should use Best Offer only when you're serious about making a purchase at your Best Offer price. If your offer is accepted by the seller, you and the seller are required to complete the transaction.
To get an idea of a typical selling price for the item you are considering, you can search completed listings.

The fine print
Best Offers are good for 48 hours, or until the listing ends, whichever comes first.
If the seller doesn't respond to your offer within 48 hours, it is cancelled.
If a seller accepts your offer, you're required to complete the transaction.
You can make up to 3 Best Offers for most items, or up to 10 Best Offers in most Vehicles categories. Expired offers, declined offers and retracted offers all count towards the limit.
The minimum amount for which an item can be listed is determined by eBay and varies by country.
If the Make Offer button does not appear in the listing, the seller is not interested in receiving offers and you should not try to contact this seller to negotiate price or terms. Doing so breaches our policy on offers to buy or sell outside eBay.
For listings in which the seller has specified P&P costs for the item, the Best Offer price includes only the listed item. For listings in which the P&P costs aren't specified, you can choose to include P&P in your offer. Make sure that this is clear in your note to the seller.
