Important news for sellers
You can request a Final Value Fee credit if you and your buyer agree to cancel a transaction or if a buyer doesn't pay for an item. The table below explains how to request a credit. If you qualify for a Final Value Fee credit, it will be credited to your seller account within 14 days after you close the case. The credit will be applied to future listing fees or, you can request a refund from eBay.

You and the buyer agreed to cancel a transaction
Go to the Resolution Centre to open a case.
Under I sold an item , select I want to cancel the transaction.
You can do this anytime after the listing ends, up to 45 days after the sale.
Note: Cancelling a transaction doesn't remove any negative or neutral Feedback left by the buyer.
The buyer has 10 days to respond to your case. If you haven't heard back after 10 days, you can close the case and you'll receive your Final Value Fee credit.
You need to close your case within 60 days of the transaction. On the 61st day after the end of the transaction, if you haven't closed your case, eBay automatically closes it and you will not receive a final value fee credit.
Once your case is closed by you or eBay, you can't reopen the case.
You resolved a transaction problem and issued the buyer with a full refund
Resolve a transaction problem in the Resolution Centre.
Issue the buyer a full refund.
Note: You won't receive a credit if the buyer asks eBay to review the case, even if you issue a refund after the buyer contacts us.
Also, the case must be open in the Resolution Centre for you to receive a Final Value Fee credit. You won't receive a credit for cases opened on PayPal.
You have 10 days to reply to a case and 3 days to refund the buyer after you receive the returned item.
If you don't resolve the problem and issue a refund, eBay automatically closes the case and you are not given a credit for the Final Value Fee.
The buyer didn't pay for an item
Under I sold an item, select I haven't received my payment yet.
You can do this 4-32 days after the listing ends or immediately after the listing ends if the buyer is no longer registered with eBay.
The buyer has 4 days from the time you opened your case to pay or work out other arrangements with you.
If the buyer doesn't pay within 4 days, you can close the case and an unpaid item may be recorded on the buyer's account.
You need to close your case within 36 days of the transaction. On the 37th day after the end of the transaction, if you haven't closed you case, eBay automatically closes it and you may not receive a Final Value Fee.
Note: If you relist the item, you may qualify for an insertion fee credit, but will pay the usual Final Value Fee when the item sells.
