eBay Top-rated sellers receive the following privileges and benefits:
Priority customer support
Up to 20% discount on final value fees (Only applicable to transactions on eBay.co.uk or eBay.ie*)
A badge on listing pages 
Visit your Seller Dashboard to check your current average ratings, status, and discount level.
*Sellers registered in the United Kingdom or the Republic of Ireland with eBay Top-rated seller status will only receive final value fee discounts for items sold on eBay.co.uk or eBay.ie. There will be no discounts for items sold on other country sites, for example eBay.com, eBay.de or eBay.at, even if the seller is an eBay Top-rated seller in those other countries.
We evaluate our sellers on the 20th of each month. If a seller is eBay Top Rated at the time his invoice is created, he will receive a discount on the Final Value Fees. For example, if a seller is eBay Top Rated on 20th and invoiced on 30th, they will receive a discount on their Final Value Fees from 1st to 30th of the month; If a seller is eBay Top Rated on 20th and invoiced on 15th, they will receive a discount on their Final Value Fees from 16th of the previous month to 15th of the current month.

Meet the eBay Buyer Protection and PayPal Buyer Protection cases standards:
If you have 400 or more transactions over the past 3 months, the case scores are calculated over the last 3 calendar months. For all other sellers, it's calculated over the last 12 calendar months.
Have opened cases on no more than 0.5% of your total number of transactions with UK and IE buyers.
Have closed cases without seller resolution on no more than 0.3% of your total number of transactions with UK and IE buyers.
If you have fewer than 400 transactions in the last 12 months, you can have no more than 2 instances of opened cases and no more than 2 instances of closed cases without seller resolution
Qualifying for eBay Top-rated seller status on other eBay sites
You can become an eBay Top-rated seller in the US, UK, and Germany based on your transactions with buyers in those countries. For example, if you are a UK seller selling to the US, you can qualify for US eBay Top-rated seller status provided your transactions with US buyers meets the US performance requirements.
UK sellers who meet eBay Top-rated seller requirements based on global performance standards will receive promotion in search and the eBay Top-rated seller badge on these eBay sites. For example, if you are a UK seller selling in France, you can qualify for eBay Top-rated seller benefits based on your global performance rating, which is based on your transactions with buyers in all countries.

How does the eBay Top Rated Seller Final Value Fee discount work?
We evaluate our sellers on the 20th of each month. If a seller is eBay Top Rated at the time his invoice is created, he will receive a discount on the Final Value Fees.
For example:
If a seller is eBay Top Rated on 20th and invoiced on 30th, they will receive a discount on their Final Value Fees from 1st to 30th of the month.
