| General requirements to qualify as a PowerSeller |

To qualify as a PowerSeller, sellers must:
- Be registered as a business on eBay.co.uk or eBay.ie
- Sell on average a minimum of £750 (or Euro equivalent for Irish sellers) or 100 items per month, for three consecutive months. In order to qualify you need to maintain a minimum average of 4 monthly listings for the past 3 months
- Achieve an overall Feedback rating of 100, of which 98% or more is positive
- Maintain a minimum score of 4.6 in all four DSR categories
- Have been an active member for 90 days
- Have an account in good financial standing
- Not breach any severe policies in a 90-day period
PowerSeller Programme eligibility is reviewed every month. To remain PowerSellers, members must:
- Maintain the minimum average monthly sales amount for your PowerSeller level
- Maintain a 98% positive total Feedback rating
- Maintain a minimum score of 4.6 in all four DSR categories
- Maintain an account in good financial standing
- Comply with all eBay selling policies and the eBay User agreement, not breaching any policies in a 90-day period
You can track your Feedback performance including your low DSR scores (1s and 2s) in your Seller Dashboard. There you will also get insights about the specific business practices that are hurting or helping your DSRs.

| PowerSeller Levels |

There are five volume levels that distinguish PowerSellers, based on their gross monthly sales. Three additional levels will be introduced to better distinguish PowerSellers based on the level of service standards they offer – starting with the introduction of the Top-rated seller and Standard status on 1st October 2009. In January 2010 the Above Standard status will be introduced along with a new Final Value fee discounts structure to reward sellers consistently offering the very best service.
Benefits and services vary with each level. eBay automatically calculates eligibility each month and notifies qualifying sellers.

To improve service standards and provide the criteria for the Top-rated seller status, there will be an additional DSR measure. Along with average DSRs, the number of 1 and 2 star ratings will also be counted. This is because 1 and 2 star ratings are the clearest indication that a buyer has had a bad shopping experience.
- From 1st October 2009 all eBay sellers (including PowerSellers) will need to keep their number of transactions from the UK and Ireland with DSRs of 1 and 2 for item description below 3%. For communication, dispatch time, and P&P charges we’ll be looking for no more than 4% of transactions with DSRs of 1 and 2.
- If a seller’s rate of 1s and 2s goes over these maximums they’ll get lowered placements in searches and may even face limits on selling activity until their ratings improve.

From 1st October 2009 the new Top-rated seller status will recognise those PowerSellers consistently the very best service.
Any PowerSeller can qualify as Top-rated seller, from Bronze to Titanium if they comply with the Selling Practices Policy and meet the minimum requirements, as outlined in the service requirements table below.

| Enhancements to improve DSRs |

To help you keep track of low DSR scores (1s and 2s) and check your quality of service, we’re making some adjustments to the DSR system:
- Only domestic transactions count: Only transactions from the UK and Ireland count towards these new DSR requirements
NOTE: UK and IE are considered to be one ‘region’ for the purposes of calculating DSRs.
- Transactions and DSRs from repeat buyers count: All DSRs from repeat buyers will count - great news for sellers who inspire repeat business from satisfied customers.
- No postage-related DSRs with local pickup: When we can be sure that local pickup was used for a transaction, buyers will not have the option of leaving postage-related DSRs.

For the purpose of working out low DSR scores, following criteria apply:
- Sellers with more than 400 transactions in the last three months will have their instances of 1s or 2s on any of their four DSRs counted for that three month period
- Sellers with less than 400 transactions in the last three months will have their instances of 1s or 2s on any of their four DSRs counted for the last 12 months
- The evaluation for the Top-rated, Above Standard and Standard statuses will happen monthly.
The rate of low DSRs is calculated as:
Total number of all transactions with a 1 or 2 DSR

The Selling Practices Policy sets out clear standards for accuracy and professionalism in listings, descriptions and all stages of a transaction.
Adhering to the new policy will be required for eBay Top-rated seller status from 1st October 2009 and for all other sellers from January 2010.
In short:
- Information like item condition and seller terms and conditions must be consistent within a listing.
- Sellers will be expected to live up to their stated terms through all stages of a transaction.
- Comments that undermine confidence in the marketplace or misrepresent a seller vs. buyer’s responsibility in a transaction will not be allowed.
